To get ahold of Yusaris (a weapon that's desigined to kill dragons), you'll have to complete the Watchguard of the Reaching quest in the Circle Tower. First find all the notes (and this video shows you where they are), and then follow the notes to summon a demon. Kill it, and collect Yusaris!
